Job Description

Onsite role in Brownsville, TX providing operational leadership across web, digital media, marketing operations, and Student Life communications.

Responsibilities

  • Supervise and lead assigned personnel through coaching, training, work assignment, and performance evaluation.
  • Set annual goals, priorities, work plans, and performance expectations for personnel and functional areas.
  • Build a collaborative, service-oriented environment and coordinate work between Marketing, Student Life, and other College departments.
  • Partner with Marketing team members to promote Student Life programs using print, web, social media, digital signage, video, photography, and other channels.
  • Oversee the College website and assigned digital platforms, including content governance, user access, quality assurance, analytics, search optimization, usability, and ongoing improvements.
  • Ensure web and digital content meets institutional branding, communication standards, accessibility requirements, and applicable laws and regulations, including ADA and WCAG.
  • Coordinate the conversion, remediation, and maintenance of accessible digital documents and web content with content owners and other departments.
  • Provide strategic direction for digital communications, online campaigns, web projects, digital calendars, forms, landing pages, and other technology-supported marketing initiatives.
  • Develop, prepare, and monitor annual operating budgets for Marketing and Student Life in coordination with the Executive Director of Marketing and relevant College offices.
  • Maintain project lists and budget/account documentation, including records of encumbrances, expenditures, available balances, and related budgets.
  • Assist with analysis, preparation, compilation, and submission of annual budget requests, budget narratives, supporting schedules, and other planning materials.
  • Prepare and process purchase requisitions, purchase orders, blanket purchase orders, contracts, invoices, receiving documentation, and related procurement records.
  • Coordinate vendor registration, quote collection, purchasing documentation, contract routing, renewal tracking, and communications with vendors and College offices.
  • Create, document, maintain, and update standard operating procedures, workflow guides, calendars, forms, checklists, and internal controls for recurring processes.
  • Collaborate with academic and administrative departments to confirm web project scope, timelines, resource needs, and deliverable alignment with institutional standards.
  • Support the Executive Director of Marketing with operational planning, resource allocation, departmental reporting, strategic initiatives, and implementation of the comprehensive marketing plan.
  • Participate in systematic review and evaluation of assigned functional areas per the College’s institutional effectiveness model.
  • Stay current on best practices, emerging technologies, accessibility standards, procurement requirements, student engagement trends, and applicable legislation.
  • Handle personnel, student, vendor, financial, and institutional matters with confidentiality and sound judgment.
  • Attend the workplace regularly, report punctually, and follow an assigned schedule.
  • Hours may include evenings, holidays, weekends, and special events.
  • Perform duties in compliance with College standards, policies, procedures, guidelines, and applicable laws and regulations.
  • Use interpersonal skills and judgment when working with coworkers, the supervisory chain, faculty, staff, students, vendors, and the public.
  • Complete required training and professional development sessions sponsored by Texas Southmost College.
  • Support College Strategic Plan values and institutional goals; promote morale, teamwork, and customer service.
  • Serve on committees and work groups as appointed.
  • Perform other duties as assigned.

Requirements

  • Budgeting and procurement: Knowledge of budgeting principles, accounting systems, internal controls, and procurement procedures.
  • Marketing and digital operations: Knowledge of marketing operations, digital media, website administration, accessibility standards, project management, and student engagement practices.
  • Ability to prepare and organize clear, concise financial, operational, and project reports and meet deadlines.
  • Ability to examine and verify financial documents, invoices, purchasing records, contracts, and supporting documentation.
  • Ability to interpret and apply College policies, procedures, laws, regulations, and accessibility requirements.
  • Demonstrated leadership, supervision, organization, planning, and problem-solving skills with attention to detail and follow-through.
  • Ability to develop and maintain positive working relationships with students, faculty, staff, vendors, and the public.
  • Ability to communicate effectively, orally and in writing, including presenting to executive leadership, public groups, and committees.
  • Proficiency with email, word processing, spreadsheets, databases, presentations, content management systems, analytics tools, and internet-based applications.
  • Ability to work independently, manage multiple complex assignments, maintain confidentiality, and excel in a high-tech, all-digital environment.
  • Strong commitment to Texas Southmost College mission, student success, and community service.
  • Education: Bachelor’s degree from an accredited college or university in Marketing, Communications, Digital Media, Business Administration, Finance, Higher Education Administration, Student Affairs, or a closely related field.
  • Experience: Five (5) years of progressively responsible experience in marketing, digital media, website administration, career services, student services, budget administration, procurement, finance, project management, or departmental operations.
  • Budget/finance experience: Demonstrated experience developing and monitoring departmental budgets and processing purchasing, procurement, vendor, invoice, and financial documentation.

Preferred Education and Experience

  • Master’s degree in Marketing with a specialization in Digital Media.
  • Master’s degree in Business Administration, Communications, Higher Education Administration, Student Affairs, or related field.
  • Experience in a comparable management or operational position at a community college or other higher education institution.
  • Experience with Ellucian Colleague or a similar enterprise resource planning system, and with a content management system.
  • Experience with digital accessibility, web analytics, institutional effectiveness, and student engagement assessment.
  • Experience working effectively in a team environment with a strong customer-service focus.
  • Bilingual in English and Spanish.
