Recycling Contracts and Marketing Manager

Baltimore County is seeking a Recycling Contracts and Marketing Manager to drive revenue from the county's recyclables, oversee RDOC material contracts, pursue grants to expand recycling initiatives, and maintain daily records of commodities within the residential and commercial recycling programs. Reporting to the Recycling and Waste Prevention Manager, this role blends market insights, contract management, and program administration to advance the county's sustainability goals.

Responsibilities

• Market the county's recyclables to maximize revenue for the county.
• Solicit pricing from vendors for recyclable commodities.
• Assess bids from vendors.
• Support issues related to trucking and pickups.
• Identify potential new vendors.
• Monitor vendor payments to ensure timely invoicing.
• Plan and conduct MRF tours, including programming and scheduling.
• Monitor the recycling market and MRF operations to identify opportunities to accept and market additional commodities.
• Assist MRF operations staff in evaluating process efficiencies and potential equipment upgrades.
• Oversee all contracts for materials collected at the Residents' Drop-off Centers (RDOCs), including bicycles, paint, construction materials, tires, electronics, textiles, batteries, lights, household hazardous waste (HHW), scrap metal, gasoline, and waste oil.

Physical and Environmental Conditions

• Primarily sedentary with periodic walking, standing, or other limited physical activity.
• Some duties involve operating office and other equipment requiring manual dexterity and coordination.
• Some duties may require travel between work sites.

Employment Background Investigation

• Applicants selected for appointment must complete an employment background investigation that includes criminal background checks, education verification, and fingerprinting.

Compensation and Location

• Location: Towson, MD (onsite)
• Hourly rate: USD 43 - 55 per hourly
